The creation of API keys can be performed in the Settings --> API section of the WooCommerce admin panel

The exact URL of the admin panel must be provided. Generally, it will have the form
http://server.domain.com/SiteName/wp-admin/admin.php?page=wc-settings&tab=api&section

The option “Enable the REST API” must be checked.

If no keys exist with read/write permissions, then a new key must be created as in the following screen.

The user must have administrative rights on the system and the permissions must be read/write.

Consumer key and consumer secret must be copied immediately to a safe place because they will not be visible after that screen.
